The Munira Cathedral Mosque in Kemerovo was laid on October 27, 1999, with the participation of Governor Aman Tuleyev, and in 2009, the Spiritual Administration of Muslims of the Kemerovo Region was established on its basis. The mosque operates a madrasah, a library, Sunday schools, and a hall for the naming ceremony for boys, while Arabic calligraphy and Quran reading classes are held on weekends, attended by up to 100 people. The Muslim Youth Forum takes place at the mosque annually, and Open Days are organized, where Imam-Khatyb Rubin Munirov talks about the history and architecture of the building. One of the mosque's priorities is educational programs for youth and lectures on Islamic and social topics.
